On the prospects of lifting travel restrictions in the EU

June 27, 2020, Chișinău - In the context of the general tendency of gradually lifting the temporary restrictions applied on the travel of foreign citizens in the Member States of the European Union, MFAEI comes with the following clarifications.

From July 1 this year, the European Union will start lifting restrictions on non-essential travel. In preparation for this decision, on 25 June 2020, the European Commission has put forward to the EU Member States the draft recommendation on temporary restrictions on non-essential travel in Union countries. This document proposes to the EU Member States the application of a single methodology and criteria for establishing the list of third countries for which travel restrictions in the EU could be lifted.

Thus, it is proposed that the basic criteria for a possible decision to lift restrictions on a third country is to be based on the epidemiological situation in that third state. Specifically, the decision-making process will take into account the number of new cases of COVID-19 infection in the last 14 days, that should not exceed the EU average of currently at 16 cases per 100,000 inhabitants. It is also recommended to take into account the trend of new cases of COVID-19 infection in the last 14 days, which should be stable or decreasing. In addition, the EU will also take into account whether the third country applies restrictions on the travel of EU citizens (reciprocity principle).

It is worth mentioning that the document of the European institutions is a recommendation, the exclusive right to establish or lift restrictions belonging to the EU Member States.
