Bilateral consultations on security between the Republic of Moldova and Finland

On 30 July 2025, in Helsinki, bilateral Moldova-Finland security consultations took place at the level of state secretaries of the foreign ministries of the two countries. The Moldovan delegation was led by State Secretary Valeriu Mija, and the Finnish delegation by the Permanent State Secretary of the Ministry of Foreign Affairs, Jukka Salovaara.

 The agenda of the discussions focused on the dynamics of the regional security situation, strengthening Moldova-Finland cooperation in this field, and responding to current challenges. Both officials emphasized the need for coordinated international actions to enhance national, regional, and global resilience in the context of the devastating consequences of Russia’s aggression against Ukraine.

State Secretary Valeriu Mija presented recent developments in Moldova regarding security, including preparations for the upcoming parliamentary elections, the progress of European integration, ongoing reforms, and measures undertaken by Chișinău authorities to counter external hybrid threats.

The two delegations exchanged detailed views on Moldova’s European path, with Finland reaffirming its consistent support both for Moldova and for the EU enlargement policy.

A special topic of the consultations was the progress of the Transnistrian conflict settlement process, highlighting the active role of the OSCE as a mediator.

Additionally, major challenges facing the OSCE and the European security architecture were discussed, with Finland currently holding the OSCE Chairmanship.
