Consular Club

What is the Consular Club

It is a form of an efficient collaboration in consular field between the authorities responsible of foreign policy promotion and the diplomatic / consular missions accredited in the resident country which consists in activation of consular associations or consular clubs. The objective of these associations is to establish close interactions between the parties concerned, to identify new methods of collaboration, to familiarize the consular officers with the resident country practices and legislation, to inform the diplomatic officials concerning the subjects of specific interest, etc.

In the Republic of Moldova, the Consular club has been founded by the Ministry of Foreign Affairs and European Integration at the beginning of the 2008 year and had some concrete activities oriented to the familiarization of foreign consular officers on the achievements of the Republic of Moldova in the field of justice and foreign affairs. The Consular Club founded by the Ministry of Foreign Affairs and European Integration represents a mechanism which offers the following opportunities:

  • the promotion of Moldovan diplomacy positive image. The organization of professional and efficient meetings of Consular Club benefit the opinion of foreign colleagues concerning the activity of the Moldovan authorities;
  • the establishment of the intensive contacts between the public state representatives and the foreign consular officers allows  a faster solution of subjects of common interest;
  • the diversification of the MFAEI activity;
  • the spectrum enlargement of persons involved into the process of collaboration with foreign diplomatic and consular missions, by implication of other public authority representatives, experts in academic fiels, international bodies, etc;
  • the regular information of foreign diplomatic officers on the actions unndertaken by the Moldovan competent bodies in different fields.

The Consular Club activity

The Consular Club has hold the debates on the issues concerning the collaboration consolidation in the field of border management

On June 25, 2009, the Border Guard Service of the Republic of Moldova has held the regular meeting of Consular Club which is functioning within the Ministry of Foreign Affairs and European Integration. The Border Guard Service representatives have discussed the basic principles of the institution activity, including such fields as the fighting transborder criminality and illegal migration, as well as the staff training oriented to the achievement of european standards with reference to the national boundary management. In the same context, there have been discussed the particularities of control and examination of the identity documents and other documents concerning the legal entrance, stay and departure from the Republic of Moldova of foreign citizens and stateless persons.

The foreign diplamatic officers have shown their interest in the problems discussed, as well as in the perspectives of cooperation with diplomatic and consular bodies accredited in the Republic of Moldova and with competent bodies of states represented by them.

In the debaters opinion, the regular meeting of Consular Club offered a number of concrete opportunities in broaching actual problems, thus contributing to the extension of collabortion of the Border Guard Service of the Republic of Moldova with legal bodies and frontier services of other states in fighting against various infractions.

The IIId meeting of Consular Club founded by the MFAEI took place

On April 17, 2009, at the Ministry of Justice took place the IIId meeting of Consular Club founded by the MFAEI for the purpose of continuous consolidation and development of relationship between the Moldovan authorities and foreign diplomatic missions and consular bodies accredited for the Republic of Moldova. 

The foreign diplomatic officers have shown their interest in the activity of the Ministry of Justice concerning the procedure of Apostille application on the official documents issued in the Republic of Moldova and collaboration in the field of international law assistanse in civil, family and penal fields. 

The regular meeting of Consular Club allowed to discuss the consular subjects of common interests in the field of reciprocal protection of citizens’ rights and interests and will contribute to the improvement of the mechanismes of collaboration in the field of law in civil, family and penal fields.

The MFAEI and the MHA apply common efforts in familiarization of diplomatic community on the activities concerning the combatting of illegal migration and human beings traffic

The regular meeting of Consular Club took place on September 19, 2009, at the Center for Combatting Human Trafficking of the Ministry of Foreign Affairs. The foreign consular officers from ambassies and consulates accredited for the Republic of Moldova have been informed on the activity of the Center for Combatting Human Trafficking concerning the prevention and combatting of illegal migration, in the aspect of detection of illegal network performing false travel papers and visas.

The foreign diplomacy officers have shown interest in the activity of Center’s staff concerning the detection of these illegal acivities and ulterior bringing of guilty persons to penal responsibility. The participants in meeting have concluded that the intensification of the efficient cooperation between diplomatic and consular missions accredited for Chisinau, on the one hand, and the legal authorities on the other hand, will contribute to a better management of migrational processes and the prevention of negative phenomenons such as illegal migration and human being traffic. 

The Consular Club was founded by the MFAEI for the purpose of continuous consolidation and development of relationship between the Moldovan authorities and foreign diplomatic and consular missions accredited for the Republic of Moldova by an open permanent dialogue.

The MFAEI creates new mechanismes of bilateral relations consolidation in the consular field and of Moldovan image promotion

On April 21, 2008 the first meeting of Consular Club took place. The Consular Club was fonded by the MFAEI for the purpose of continuous consolidation and development of relationship between the Moldovan authorities and foreign diplomatic and consular missions accredited for the Republic of Moldova by means of an open permanent dialogue. The meetings of Consular Clubs will take place periodically and will allow the discussion of consular subjects of common interest, such as reciprocal protection of citizens’ rights and interests, combatting of human beings traffic and illegal migration, annihilation of networks performing unauthorized visas, facilitation of reciprocal travels, etc.

The meeting was opened by Ms. Valeriu Ostalep, Vice-Minister of Foreign Affairs and European Integration, who discussed the priorities of MFAEI in cooperation with the foreign diplomatic missions acredited in the Republic of Moldova. An important aspect in this cooperation is constituted by the permanent information sharing. In this context, the meetings of Consular Club could constitute a mechanism, including informal, of promotion of an useful exchange of views in the fields of common interest. Also, the Vice-Minister remarked, that the essential priority of MFAEI activity continues to be the perspective of visa regim liberalization  with EU, the crucial role being referred to the collaboration with diplomatic missions. Also, the assistance was informed on participation of our country delegation in the following round of negotiations concerning the RM-EU Mobility Partnership which will take place on April 22 of the current year at Brussels.

At the inauguration of Consular Club participated over 20 foreign consular officers accredited for Chisinau, and the experts from within public authorities of the Republic of Moldova. Among participants to the inauguration meeting there was Mr. Veaceslav Bînzari, Director of the Bureau  for Migration and Asylum of the Ministry of Home Affairs, who made a presentation for the foreign partners on the subject „The statute of foreign citizens and stateless persons on the territory of the Republic of Moldova”. At conclusion of the meeting, the foreign consular officers visited the  Center of temporary accommodation of foreign citizens at the Ministry of
