eConsulate – Online consular services and appointments for the diaspora

August 28, 2025, Chișinău — The Ministry of Foreign Affairs of the Republic of Moldova announces the launch of the eConsulate platform, a modern digital solution designed for Moldovan citizens living abroad, providing quick and efficient access to consular services.
The eConsulate platform digitizes and automates consular processes, reducing processing time, eliminating errors, and facilitating citizens’ interaction with public services. It provides secure online access to consular services regardless of the user’s location and allows transparent tracking of application status.

Services available through eConsulate:

  • Fully digital (with electronic signature): travel documents, criminal record certificates, requests for documents and certificates from Moldova.
  • Partially digital (requires in-person presence at the mission): superlegalization, powers of attorney, notarial acts, legalization of signatures.
  • Citizens without an electronic signature can create an account on the platform and request partially digital services by scheduling visits in advance.

  • Reduced waiting time and administrative costs;
  • Elimination of repeated trips to diplomatic missions;
  • Automated processing and digital verification of data;
  • Full transparency regarding the status of applications.

Pilot phase and phased implementation:

The platform is initially available at the following diplomatic missions:

  • Embassy of the Republic of Moldova in Ukraine, Embassy of the Republic of Moldova in Canada, Embassy of the Republic of Moldova in the Hellenic Republic and the Republic of Cyprus, Embassy of the Republic of Moldova in the United Arab Emirates;
  • Embassy of the Republic of Moldova in the Kingdom of Spain and the Consulate General of the Republic of Moldova in Barcelona;
  • Permanent Representation of the Republic of Moldova to the UN Office in Geneva (Swiss Confederation);
  • Consulate General of the Republic of Moldova in Iași (Romania) and Consulate General of the Republic of Moldova in Istanbul (Republic of Turkey);
  • Consulate General of the Republic of Moldova in Sacramento (United States of America).

The platform was developed by the Electronic Governance Agency in partnership with the Ministry of Foreign Affairs and with the support of the World Bank Group. eConsulate is integrated with the government’s digital infrastructure, representing an important step toward an efficient and transparent digital state, in line with the Digital Transformation Strategy of the Republic of Moldova.
