On 18 November 2025, in Chișinău, the first meeting of the National Coordinators of the “Odesa Triangle” format was held, designated by the Ministries of Foreign Affairs of the Republic of Moldova, Romania, and Ukraine.

The Republic of Moldova was represented by State Secretary Sergiu Mihov, Romania by State Secretary for Strategic Affairs Ana Tinca, and Ukraine by Deputy Minister of Foreign Affairs Olexandr Mischenko.

The meeting focused on strengthening trilateral dialogue and advancing cooperation in strategic areas, including infrastructure, transport, trade, investment, energy, security, and combating hybrid threats.

During the discussions, officials underlined the essential role of trilateral cooperation in advancing regional connectivity, modernizing infrastructure, and strengthening energy resilience. The prospects for developing joint projects in the reconstruction of energy infrastructure and the diversification of energy sources were also addressed.

The regional security context was a central topic of the discussions. The parties firmly condemned the Russian Federation’s war of aggression against Ukraine and emphasized the severe impact of Russian attacks on civilian infrastructure and the security of the entire region.

The State Secretary of the Republic of Moldova, Sergiu Mihov, reiterated the firm commitment of our country to continuing trilateral cooperation:
“The ‘Odesa Triangle’ format represents a strategic platform for cooperation and dialogue that contributes to strengthening regional stability, security, and resilience. We share a common responsibility to advance concrete projects for the benefit of our citizens and our shared European path.”
Romania’s State Secretary, Ana Tinca, highlighted the need for close coordination in the current geopolitical context:

“The security environment remains extremely complicated. Romania is fully committed to supporting the Republic of Moldova and Ukraine, including in the fields of energy, transport, and reforms. Our trilateral cooperation delivers concrete results and will continue to develop.”
Ukraine’s Deputy Minister of Foreign Affairs, Olexandr Mischenko, emphasized the importance of regional unity:

“In these difficult times, it is essential for our states to remain united, as friends and reliable partners. Our format allows us to coordinate efforts, exchange experience, and strengthen resilience in the face of Russian aggression and hybrid threats.”

The officials agreed to continue coordination in the field of cybersecurity, advance cross-border infrastructure projects, and intensify cooperation in support of Ukraine’s reconstruction.

At the end of the meeting, the National Coordinators reconfirmed their shared commitment to fully harnessing the potential of cooperation within the “Odesa Triangle” format and to continuing efforts to strengthen regional stability and security.
