Meeting of the Foreign Ministers of the Republic of Moldova, Romania and Ukraine in the “Odesa Triangle” format

13 February 2026, Munich – Deputy Prime Minister, Minister of Foreign Affairs of the Republic of Moldova, Mihai Popșoi, together with the Minister of Foreign Affairs of Romania, Oana Țoiu, and the Minister of Foreign Affairs of Ukraine, Andrii Sybiha, took part in the first meeting this year of the Foreign Ministers within the “Odesa Triangle” format, held on the sidelines of the Munich Security Conference.

The discussions focused on strengthening trilateral cooperation in the context of the security challenges generated by the Russian Federation’s aggression against Ukraine, with an emphasis on political coordination, energy security and regional connectivity. The Ministers stressed the need for joint action to counter hybrid threats and disinformation.

The officials welcomed progress in the energy sector, including the development of electricity interconnections and closer integration with the European energy market, as well as the advancement of infrastructure projects aimed at better integrating the region into European transport networks.

Deputy Prime Minister Mihai Popșoi reiterated the Republic of Moldova’s solidarity with Ukraine and the importance of the shared European path: “Ukraine’s security is also the security of the Republic of Moldova. Only through unity, cooperation and European integration can we ensure lasting peace and stability in the region.”

The head of Moldovan diplomacy thanked Romania for its continued support for the Republic of Moldova, including in managing energy and security crises, and reaffirmed the strong commitment to deepening trilateral cooperation and advancing European integration.

The Ministers underlined the importance of leveraging the “Odesa Triangle” format as an effective mechanism for coordination and for implementing joint projects aimed at strengthening regional stability and development.

The trilateral cooperation format Republic of Moldova–Romania–Ukraine was launched at ministerial level in 2022 in Odesa. Subsequently, meetings of the Foreign Ministers were held in Bucharest (2023), Chișinău (2024) and Chernivtsi (2025), where the fourth trilateral meeting took place and the coordination mechanism between the foreign ministries of the three countries was strengthened.

Now known as the “Odesa Triangle”, the format serves as a platform for dialogue and cooperation in areas of strategic interest, including security, energy, infrastructure, countering disinformation, and support for the European integration of the Republic of Moldova and Ukraine.
