11 November 2025, Chișinău – Deputy Prime Minister and Minister of Foreign Affairs Mihai Popșoi participated today in the conference “Enlargement Report 2025: Progress and Future Priorities of the Republic of Moldova,” within the panel dedicated to Cluster VI – External Relations. The official presented the Republic of Moldova’s vision on international development cooperation and humanitarian assistance, emphasizing that the country is moving toward a modern and transparent system for providing aid, in line with the recommendations and standards of the European Union.
Deputy Prime Minister Popșoi noted that in the first half of this year, the Law on International Development Cooperation and Humanitarian Assistance was adopted, which will enter into force on 1 January 2026 and is fully aligned with the relevant acquis under Chapter 30 – External Relations. The official also highlighted that work is currently underway to develop the secondary regulatory framework necessary for the effective implementation of the law, which will allow for the definition of clear priorities and the preparation of strategic programs for the upcoming period.
Minister Mihai Popșoi stressed that the status of a country is also reflected in its capacity to provide support. The Republic of Moldova already provides humanitarian assistance to several crisis-affected countries, including Ukraine and Turkey, and this experience underscores the need for a structured and predictable system.
“We are working to strengthen our country’s budgetary capacity so that we can establish a coherent system of official development assistance. This will allow us not only to be a recipient of security and aid but to act as a responsible, transparent, and credible partner, fully in line with our European integration commitments,” stated Minister Popșoi.
The head of Moldovan diplomacy emphasized that establishing a modern framework for development cooperation will enhance the Republic of Moldova’s role in the region, increase the predictability of interventions, and amplify the positive impact on beneficiary communities.
This step is part of ongoing efforts to align the Republic of Moldova’s foreign policy with the standards and practices of the European Union. The 2025 Enlargement Report, presented by the European Commission on 4 November, confirms the progress achieved by our country in the accession process, including in Chapter 31 – Foreign, Security, and Defense Policy, which is part of Cluster VI and falls under the responsibility of the Ministry of Foreign Affairs.
