Modernization and Digitization of Consular Services for Moldovan Citizens Abroad

March 17, 2025, Chișinău – The Ministry of Foreign Affairs (MFA), in partnership with the Public Services Agency (PSA), has received 40 modern biometric data collection devices intended for the diplomatic missions and consular offices of the Republic of Moldova. Thanks to this initiative, the process of issuing passports and the new electronic identity cards, which will soon be implemented, will be significantly improved. These new documents will allow online access to public services through a qualified electronic signature.

“Modernizing and digitizing consular services is a priority for the Ministry of Foreign Affairs. By equipping consular offices with modern equipment and expanding the consular network, we ensure that Moldovan citizens in the diaspora benefit from fast, efficient, and accessible services. The new graphic stations and the implementation of digital solutions will significantly reduce document processing times and facilitate access to essential public services regardless of where our citizens are located,” said Secretary General Mihai Mîțu.

“This modernization is the result of the joint efforts of two institutions — the Public Services Agency and the Ministry of Foreign Affairs. This activity is part of the digitalization and efficiency drive of public services, which will bring significant benefits to Moldovan citizens abroad by reducing the waiting time for requested documents. Starting March 31, 2025, Moldovan citizens abroad will be able to apply for the new electronic identity card — a modern and secure document that meets European Union standards. With an identity card integrating a qualified electronic signature, our citizens abroad will be able to access online public services provided by the PSA without having to visit our service counters,” declared Mircea Eșanu, Director of the Public Services Agency.

Advantages of the new graphic stations:

  • Faster and more efficient process – The modern equipment will enable quick collection of biometric data (fingerprints, photos, electronic signatures) necessary for issuing passports and electronic identity cards.

  • State-of-the-art technology – Each graphic station is equipped with high-resolution cameras, advanced fingerprint readers, and an electronic signature system, all connected to the PSA information system.

  • Digitalization and accessibility – The entire process of requesting and issuing identity documents will be digitalized, reducing waiting times and providing safer and more modern services.

Simultaneously, the MFA is implementing measures to increase consular staff, relocate some consular sections, and expand the consular network in regions with large Moldovan communities (e.g., the USA). The digitization of consular services also includes the integration of MPower, MDelivery, Web Office PSA platforms, and the installation of MPay terminals, facilitating access to fast and efficient services.

Through these actions, the MFA and PSA contribute to the modernization of consular services, offering Moldovan citizens abroad safe, digital, and accessible solutions.
