Moldovan-French Political Consultations in Chișinău

June 27, 2025, Chișinău – Interministerial political consultations between the Republic of Moldova and the French Republic took place today at the Ministry of Foreign Affairs. The meeting was co-chaired by Carolina Perebinos, Secretary of State of the Ministry of Foreign Affairs of the Republic of Moldova, and Brice Roquefeuil, Director for Continental Europe at the Ministry for Europe and Foreign Affairs of France.

The consultations agenda included priority bilateral issues, focusing on advancing political dialogue towards a strategic partnership, commercial-economic cooperation, justice, defense, culture, and education, as well as progress made in Moldova’s European integration process, regional security matters, and international developments. The parties also discussed opportunities to strengthen multilateral cooperation through mutual support of national candidacies within international organizations.

Secretary of State Carolina Perebinos expressed gratitude for France’s consistent commitment to supporting Moldova’s EU accession process, including political backing at European institutions and technical assistance and expertise. She also highlighted the importance of adopting best practices in European affairs management, concretized through a solid partnership between Moldova’s Office for European Integration and France’s General Secretariat for European Affairs.

Discussions focused on the outcomes of the Moldovan-French Economic Forum held in Paris, initiated by French President Emmanuel Macron in the presence of Moldovan President Maia Sandu. New partnerships and concrete cooperation directions were established in sectors such as green energy, infrastructure, pharmaceuticals, automotive, IT, and agro-food industries.

Educational and cultural cooperation was emphasized as a key pillar for bringing citizens closer and strengthening ties between the two countries. Efforts to establish partnerships between French and Moldovan universities and recent legislative amendments for recognizing bilingual French-language studies were acknowledged.

The delegations also reviewed the bilateral legal framework, appreciating the recent signing of agreements on social protection and the mutual recognition of driving licenses. The Moldovan side reiterated the importance of the swift ratification of these documents by France, which will ensure more rights and social benefits for citizens of both countries.

Regarding regional and international developments, the parties exchanged views on regional security challenges and the consequences of the Russian Federation’s war of aggression against Ukraine on the Republic of Moldova. The French delegation reiterated its readiness to continue supporting Moldova’s European path and contribute to internal resilience in strategic areas, including combating foreign interference and disinformation.

The meeting reaffirmed the shared commitment of the Republic of Moldova and the French Republic to developing a strong bilateral relationship based on mutual trust and common European values, aiming to advance towards a strategic partnership. The last round of interministerial political consultations was held in Paris in October 2023.
