16 May 2025 – A new round of interministerial political consultations between the Republic of Moldova and the Federal Republic of Germany took place in Berlin. The Moldovan delegation was led by Carolina Perebinos, Secretary of State at the Ministry of Foreign Affairs, while the German side was represented by Konrad H. Arz von Straussenburg, Ambassador and Special Representative of the Federal Foreign Office for Eastern Europe, the Caucasus, and Central Asia.
The consultations took place at a significant moment – at the beginning of the mandate of the new German federal executive – and reaffirmed the solid character of the bilateral relations, the mutual commitment to deepening Moldovan-German cooperation, and Germany's consistent support for Moldova's European path.
The agenda of the discussions included the main dimensions of bilateral cooperation: active political dialogue, the sustained pace of high-level contacts, as well as effective cooperation between the institutions of the two countries. The importance of sectoral cooperation, both with federal authorities and with those of the German federal states (Länder), was also highlighted. Special emphasis was placed on strengthening economic relations and promoting German investments in the Moldovan economy.
The discussions also addressed current issues regarding regional security, with a focus on the implications for Moldova in the context of Russia's aggressive war against Ukraine. Secretary of State Carolina Perebinos reiterated the strategic importance of Moldova's relationship with Germany and expressed gratitude for the ongoing support provided by the German government, including for assistance projects aimed at addressing the social and economic challenges created by recent crises.
Furthermore, issues of mutual interest in regional, European, and international plans were discussed, including cooperation within international organizations and support for Ukraine. The German side reaffirmed its firm support for Moldova's EU accession process and encouraged the continuation of reforms, particularly in the fields of justice and anti-corruption. There was also openness expressed for expanding cooperation in strategic areas such as the economy, energy, internal affairs, security, countering hybrid threats, education, research, tourism, and social policy.
During the visit, Secretary of State Carolina Perebinos had a meeting with Anja Wallau, Special Representative of the Federal Foreign Office for European Policy, EU coordination, and external relations of the EU. The discussions focused on the support Germany provides in Moldova's EU accession process, with an analysis of the current state of relations between Moldova and the EU, particularly in the context of the opening of accession negotiations.
A exchange of views also took place on Moldova's immediate European agenda priorities, including legislative alignment, strengthening the rule of law, and addressing security challenges in a complex regional context. The dialogue reflected both sides' commitment to maintaining close cooperation based on democratic values and a strategic partnership.
Additionally, the Moldovan official met with Johannes Schraps, Member of the Bundestag and Chairman of the German-Moldovan Forum. The meeting provided an opportunity for a discussion on deepening parliamentary dialogue and strengthening bilateral cooperation, particularly through the expertise and political support Germany provides to advance Moldova's European integration process.
