The Republic of Moldova fully supports the United Kingdom’s conclusions regarding the cyber campaign carried out by the Main Directorate of the Intelligence of the Russian Federation (GRU) in the period 2015–2025. These malicious activities represent a clear threat to European security and the rules-based international order.

Russia’s unprovoked aggression against Ukraine has revealed the extent of Moscow’s desire to destabilize the region — both through military means and hybrid operations. The Republic of Moldova expresses full solidarity with Ukraine and remains deeply aware of the risks posed by continued Russian interference.

Moldova has been targeted by cyberattacks, disinformation campaigns, and other hostile actions aimed at undermining our sovereignty and democratic institutions. We condemn these actions and call on all states to respect international law and adhere to the UN framework for responsible state behavior in cyberspace.

We welcome the leadership efforts and support provided by the United Kingdom in this area. At the same time, we reaffirm our commitment to strengthening cyber resilience both internally and regionally, together with trusted international partners.
