Bilateral economic relations

In 2021, the total volume of trade between Republic of Moldova and the United States of America registered the amount of USD 139,13 mln . Exports amounted to USD 31,73 mln, Imports amounted to USD 107,40 mln.

Between January and March 2022, the volume of trade of the Republic of Moldova with the United States of America registered the amount of USD 39,07 mln.  Exports amounted to USD 9,87 mln (share of total exports – 0,93%) and Imports amounted to USD 29,19 mln (share of total imports – 1,43%).

According to the volume of trade, the USA is  placed 17th among the major trading partners of the Republic of Moldova.

As to boost bilateral trade and investment relations, the Moldovan-American Joint Commercial Commission (JCC) was set up in 2003. The 5th meeting of the JCC was held on December 9, 2021 (virtual format).

Investment relations:

Currently, there are 362 companies with American capital operating in the Republic of Moldova. According to the invested capital value, the USA is placed 7th among the largest investors of the Republic of Moldova. Among the most important companies in the Republic of Moldova with American capital are: "Trans Oil", "SUN Communications", "Glass Container Company", "Lear Corporation", "Coca-Cola", "AVON", "Mary Kay", “HNCH Adviser”, “Granovia Wines”, “Horizon Capital”, etc.

U.S. Assistance to Moldova

Since 1992, the United States has provided over $1.7 bln in assistance to Moldova. The Agreement between the Government of the Republic of Moldova and the Government of the United States of America on Technical Cooperation was signed on March 21, 1994. U.S. assistance aims to support the Republic of Moldova in strengthening democratic institutions, increasing prosperity, securing its international borders, and integration into Europe and the Euro-Atlantic community. Currently, USAID is the largest development partner of the U.S. in Moldova. In 2021, the volume of assistance provided by USAID amounted to around USD 32 mln. In addition, Moldova benefited of USD 262 mln in assistance under the five-year Millennium Challenge Corporation (MCC) Compact (2010-2015) for economic development and investment projects in irrigation infrastructure, high-value agricultural production and road rehabilitation. 

Strategic Dialogue

The Strategic Dialogue is the main bilateral dialogue and cooperation platform between the Republic of Moldova and the United States, which addresses diverse issues of importance on the bilateral agenda, as well as the perspectives of further strengthening the bilateral relationship.

On April 18, 2022, in Washington D.C., USA, Deputy Prime Minister, Minister of Foreign Affairs and European Integration Nicu Popescu and Karen Donfried, Assistant Secretary of State for European and Eurasian Affairs of the State Department, chaired the Republic of Moldova - United States of America Strategic Dialogue plenary session, with the first principals’ meeting since 2017 , and the meetings of the 3 joint working groups under the bilateral Strategic Dialogue: Working Group on the Rule of Law and Good Governance; Working Group on Political and Security Issues; Working Group on Economic and Energy Issues, attended by senior officials from both countries. The Republic of Moldova and the United States reaffirmed the importance of strengthening bilateral ties and advancing Moldova’s democracy, prosperity, and security as set in its reform agenda.. The parties also agreed to launch a new Joint Working Group on Public Diplomacy, aimed at strengthening people-to-people contacts, strengthening cultural and educational ties and professional exchanges.

Moldovan - American bilateral relations are regulated by 89 documents, including agreements, memorandums of understanding, declarations in the economic, military, law, education and scientific research fields.

Cultural relations
Moldovan-American cultural relations are related to the Embassy's interaction with the Bureau of Educational and Cultural Affairs (ECA) of the State Department, non-governmental organizations, foreign diplomatic missions, accredited in the USA, being also marked by activities, carried out annually by the Embassy, which include cultural and promotional events in the country, such as WInternational, International Children's Festival, Around The World Embassy Tour, concerts and presentations, etc.
 
A significant contribution in the organization and taking place of cultural and representative activities of the country is registered by the Diaspora communities in the regions, but also by the illustrious personalities within them. The respective events take place periodically, and include large-scale festivities, such as the Golden Polenta (Florida), Sorcova Veselă, the Martisor Festival (California), IA Fest, Inima Mea e Moldova (Illinois), concerts with the participation of local celebrities, etc.
 
At the same time, in the field of science and education it is important to note the cooperation with the National Institute of Health (NIH), the National Science Foundation (NSF), the non-profit organization Civil Research and Development Fund (CRDF), with which a Cooperation Agreement was signed in 2000, the National Association of International Educators (NAFSA), AAAS and other education and science institutions. This type of cooperation is remarkable not only through direct interaction with representatives of these organizations, but also through participation in thematic events (NAFSA International Conference, AAAS Annual Meeting, International Education Week, etc.).
 
It is equally important to mention, that in these interactions, bilateral relations are strengthened through popular diplomacy thanks to various exchange programs for young people (FLEX, etc.), professionals from various fields (TEAP, PfP, IVLP, Fulbright, etc.), etc. These contacts are additionally extended by humanitarian actions, carried out at the initiative of Moldovan communities in various US states and with the assistance of relevant non-governmental organizations (Touching A Life, The Moldova Project, etc.).
 
Republic of Moldova – North Carolina Partnership
The partnership was launched on April 22, 1999 by the signing of a bilateral memorandum of intent aimed at facilitating cooperation in the economic, cultural, scientific fields, academic exchanges, defense and civil protection, humanitarian coordination efforts of various governmental and non -governmental organizations.
In 2004 it was renewed by signing the Memorandum of principles and procedures between the Republic of Moldova and the State of North Carolina (USA) concerning their desire to strengthen their good relations, based on which a bilateral cooperation committee was established, co-chaired by a deputy minister of foreign affairs from the Moldovan side and NC Secretary of State from the U.S. side.
 
During the Prime Minister`s Vladimir Filat visit to the State of North Carolina, on January 20, 2010 an updated Memorandum of cooperation has been signed.
 
In December 2011, by a decree of the Acting President of the Republic of Moldova, Marian Lupu, Mrs. Elaine Marshall was awarded the Order of Honor of the Republic of Moldova, which she received on December 23, 2011 in a solemn atmosphere at the Moldovan Embassy in the U.S..
 
On May 3, 2013 the Moldovan National Army and the North Carolina National Guard signed in Chișinău a Memorandum of Understanding to establish unit partnerships, which provides further cooperation on security and defense, with a focus on strengthening interpersonal relationships and promoting close ties among soldiers of similar units from both military structures. Cooperation between NCNG and the National Army of Moldova started in 1996.
 
In October 2015, Secretary of State Elaine Marshall undertook another visit to Chișinău. On this occasion, a joint meeting of the Bilateral Cooperation Committee was held in the Moldovan capital (October 8th) and a revised and updated version of the Memorandum of Principles and Procedures concerning the desire to strengthen the good relations between the two states was signed, which offers the necessary legal framework for consolidation of the privileged relations of cooperation between the Republic of Moldova and the state of North Carolina in various fields of mutual interest.
 
The last visit of Secretary of State Elaine Marshall to Chișinău took place in the timeframe between may 14 and 18, 2019, on the occasion of the anniversary joint meeting (20 years since the establishment of the MD-NC State Partnership Program) of the Bilateral Cooperation Committee. During this meeting, the Head of the MFAEI of Moldova has underlined, that in order to improve the bilateral partnership, along the decision to sign the extended and revised version of the Memorandum on Principles and Procedures between the two sides, the Moldovan authorities have proposed increasing the representation of the Moldovan side in the joint bilateral Comission. Thus, the Co-Presidency from the Moldovan side would be held by the Minister of Foreign Affairs and European Integration, and based on the proposals by various institutions, as well as American partners, it was decided to launch the Advisory Committee of the Partnership, under the Executive Committee.
 
An interesting evolution of the bilateral partnership was the visit to North Carolina, in August 2019, for the first time in the history of the bilateral Moldova-American partnership, of Dereck J. Hogan, Ambassador of the USA to the Republic of Moldova. 
It is also to mention, that the leader of the NC National Guard, Major General Marvin Todd Hunt, had his first visit to Moldova in the timeframe between January 29th - February 1st, 2020.
 
The MD-NC Partnership allowed for the creation of durable relations in the areas of defense, civil defense, academic mobility, education, professional exchanges, humanitarian projects and medical assistance. Simultaneously, new opportunities to extend areas of cooperation are being outlined, in areas such as agriculture and food industry, economic and investment cooperation, energy efficiency, telecommunications and tourism, regional development, justice, internal affairs, environmental protection etc. 
This exemplary cooperation is moreover strengthened by the SisterCities International platform, as there are currently two cooperation agreements between the Buiucani sector of the Moldovan capital Chișinău and Greensboro (September 26th, 2000), as well as between the Moldovan city of Ungheni and Winston-Salem (June 21st, 2000).
